Description:

The Parish Facilities Manager role supports and promotes initiatives and decisions that fulfill the mission and operations of the Parish. Through strategic and operational excellence, ensures all parish facilities and grounds are effectively maintained, operated, or repaired, in accordance with Archdiocesan policies, guidelines and current federal, state and local standards.

The person completes these efforts with a sophisticated technical expertise within a framework of shared ministry, stewardship, and Catholic values. To ensure a safe and functionally efficient environment for parishioners, students, faculty, staff and visitors to the campus, a demonstrated leadership and technical expertise in building structure, engineering, general maintenance, property/grounds care, and safety and security, is essential. Trains and mentors others to perform similar responsibilities.

Responsibilities: 

Examples are:

• Manage and prioritize department goals and optimize the efficiency of the department resources.

• Manages and tracks the maintenance budget.

• Responsible for effective project management of all key facility/grounds’ projects.

• Managing facilities staff.

• Ensures that all routine maintenance, repairs, renovations, and capital projects are accomplished in accordance with archdiocesan guidelines, and all local, city and state requirements. Acts as a liaison with local government agencies.

• Responsible for effective parish security and use of parish facilities and grounds.

• In conjunction with the facilities staff, makes assessments as to needed capital repairs, places them in their relative priorities for accomplishment, and then makes pertinent recommendations to the Pastor.

• Ensures and manages an updated electronic maintenance project plan for the physical plant so current and future needs are identified, addressed, and reported to the Parish management and Buildings and Ground Committee and there is an electronic tracking of all activities. Leverages best practice technologies to track activities.

• Ensures there is readily accessible, current contact and useful information on all vendors, service providers, civil service providers, disaster response agencies, especially those providing emergency 24-hour services. All service activities are to be updated as they occur. Provide designated staff with this information.

• Ensures all staff utilizes standard file and record keeping procedures for all department information, including but not limited to: equipment warranties and service agreement, building plans, utilities, zoning issues, inspection reports and plans of correction, tests conducted on equipment and systems, department in-services, purchase orders, permits.

• Secures bids for projects and maintains productive and professional relationships with vendors/outside contracts.

• Performs tasks related to Building and Grounds needs and able to handle maintenance and repair needs, unless specialized help is needed.

• Responsible for ensuring up to date IT infrastructure and that appropriate technology is leveraged for all equipment/maintenance tracking and resourcing, e.g., alerts.

• Serves as a resource for the Director of Administration and Building and Grounds committee and provides project status at committee meetings. Provides additional insight and perspective on parish projects.

• Provides both short term and long term strategic analysis of building and grounds needs and plans accordingly to ensure all relevant parties are involved and plans are in place to successfully meet those needs.

• Leveraging expertise, provide effective training to newly hired and trains/mentors current staff in areas related to engineering, building, equipment and property operations.

• Hands-on responsibility for maintenance and proper performance of the Campus’s primary mechanical systems (HVAC, alarm, and security systems), routine electrical and plumbing repairs.

• Manage and keep abreast of current trends and best practices for all aspects of facilities and property management, pneumatics, HVAC design, energy and environmental practices, life safety codes (including OSHA), fire protection, disaster preparedness, elevators, building structure integrity.

• Develops and improves preventive maintenance processes and systems. Identifies and escalates issues with suggested solutions.

• Contracts for maintenance and repair services and oversees the performance of contracted services.

• Handles emergencies effectively and timely related to parish facilities and grounds.

• Assures that maintenance logs are current, accurate and address identifiable problems.

• Tracks the maintenance and capital repair budgets. Submits to the Director of Administration, purchasing/repair proposals, capital improvement repair/replacement budgets and other cost-effective best practices that are competitive, quality controlled and adhere to Archdiocesan guidelines.

• Implement policies and procedures for regulatory compliance mandated on all levels of government licensing and/or civic responsibilities. Assist in the inspections related to the work.

• Participate in staff meetings and in meetings as a subject matter expert, including those not during regular work hours.

• Communicate effectively and professionally with all with whom they interact.

• Maintain readily accessible, current contact and useful information on all vendors, service providers, civil service providers, disaster response agencies, especially those providing emergency 24-hour services. Provide designated Management with this information.

• Utilize standard file and record keeping procedures for all department information, including but not limited to equipment warranties and service agreement, building plans, utilities, zoning issues, inspection reports and plans of correction, tests conducted on equipment and systems, department in-services, purchase orders, permits.

• Performs all aspects of a building and property maintenance program, including handling routine maintenance as needed, or set up for events.

• All other responsibilities as assigned.

Requirements:

• Possession of high school diploma/GED paired with all current licenses as required by federal, state and local regulations for this position.

• At least seven (5) years of proven success in the management and hands on building maintenance, especially structural, mechanical and repairs, department budgeting and cost containment procedures, capital improvement and sub-contract negotiations.

• Professional knowledge, practical experience, and physical capacity to maintain essential equipment including the supervision of contracted professionals who provide preventive or emergency services.

• Ability to read and interpret blueprints and schematic diagrams.

• Knowledge of current applicable NFPA fire codes, National Life Safety Code, OSHA regulations and Hazardous waste protocol.

• Familiarity with and practical experience of computerized building automation and preventive maintenance programs, remote major equipment monitoring and other modes of information technology.

• Basic office and computer skills necessary to effectively use computerized control system, monitor maintenance request system and execute online purchasing.

• Well-developed communication/interpersonal skills to collaborate professionally with the Church/School’s administration and advisors, regulatory agencies, staff, and service vendors according to the mission/vision and values of St Clement.

• A valid driver’s license and an acceptable driving record consistent with Archdiocese policies.

• *Ability to operate motorized equipment such as, but not limited to, snowplows, lawn mowers, etc.

• *Ability to lift 50 pounds, climb to high and difficult places and work at those places. Frequent bending, carrying, lifting, and stooping. Excellent hand-eye and mind-eye coordination. Regular standing and walking.

• *Knowledge of hand and power tools, painting materials and tools, lumber products, and plaster/drywall repair, operating snow removal equipment and other lawn care and mechanical tools.

• *Availability and willingness to fulfill the on-call, off-hours needs of the Church/School as the position requires.

• *Will be required to comply with hiring requirements of the Archdiocese of Chicago.
