The Archdiocese of Chicago, under Cardinal Cupich’s leadership, has launched a multi-year Church renewal effort (“Renew My Church”) to engage people in their faith lives, establish more vibrant parish communities and inspire service in our local communities. To accomplish these objectives, the Cardinal is also transforming the Pastoral Center, the central administrative operation of the Archdiocese, by building a team of high-qualified professionals dedicated to the mission of the Catholic Church in Chicago.

The Archdiocese recently completed a significant successful financial improvement effort and is now looking to build long-term professional finance operation and organization. The Treasurer position requires an experienced strategic leader who can also operate as a working functional leader.  The position will report to the Chief Financial Officer.

Job Responsibilities:

  • Manage capital structure including past and future debt issuances. 
  • Ensure compliance with debt covenants.  Oversee reporting requirements for bondholders and banks.
  • Manage relationships and meetings with the bondholders and bank investors. 
  • Manage AoC debt ratings and relationship with rating agencies.
  • Serve as the liaison to the Investment Committee on behalf of the CFO and COO, and partnering with the Investment Committee on managing the investment returns and corresponding AoC liabilities/uses of funds, and managing key investment activities including investment decisions, investment funding and liquidity management, tracking/reporting requirements, and managing outside investment advisor services and relationships.
  • Manage Archdiocesan cash balances and needs.
  • Monitor liquidity and liquidity targets and reallocate investments as necessary.  Coordinate with operations and other Finance teams to ensure timely and accurate capital structure forecasting and liquidity management, over the AoCs time horizon. 
  • Oversee dayto-day treasury operations, including treasury solutions and vendors.  Ensure liquidity is available in a timely manner to meet all payment obligations and continually evaluate cash flow efficiency and usage. 
  • Lead and drive ongoing vision/strategy, design, implementation of the treasury/investments/banking transformation, to streamline, automate, and properly control the Treasury, Investments and banking function.   Implement policies and SOPs (standard operating procedures).  Enable Treasury/Investment/Banking operations through continuous evaluation of services and technologies. 
  • Support the COO and CFO on all strategic finance projects.  Serve as primary liaison to FP&A to analyze business unit cash flow forecast submissions and work with business units to manage cash flow. 
  • Manage Arch Bank operations, ensuring ongoing stability and solvency of the internal bank.
  • Provide Treasury support, controls and/or shared services for the other Archdiocesan offices and parishes/schools, as needed, to ensure effective and efficient operations and proper internal controls.  
  • Coordinate with the Parish Operations department to develop and monitor parish credit ratings and follow up with parishes as necessary.
  • Serve as a back up to the CFO on all Treasury matters.  
  • Ensure adequate financial controls over all Treasury and Arch Bank operations
  • Support AoC Accounting & Reporting function in reconciliations, internal controls, audit processes, etc.
  • Lead and develop the Treasury team.  Implement processes to set and achieve individual/team goals, assess performance of team members, and develop employees.  Align the goals of the Treasury team to the Treasury needs of the Archdiocese.

Requirements:

  • 12-15 years of experience in finance and accounting, with at least 10 years of experience in a treasury function, including Director/Sr. Manager positions, in a mid to large size organization
  • Experience in capital market investments and products, managing large investment portfolios (over $500 million) and leading investment resources
  • Experience in corporate finance and capital structure management, debt financing and investor management.  Strong working knowledge of Commercial Banking Operations, commercial interest rates and lending practices.
  • Excellent cash management operational technical knowledge and an advance understanding of treasury management systems and banking services and systems
  • Undergraduate degree in Finance/Accounting, with a preference for advanced degrees in accounting, finance or business.
  • CPA and/or MBA are preferred.
  • Experience managing investment portfolios of $500 million or larger.
  • Experience managing capital structure, including debt issuance and bank borrowing, investors, and related forecasting. 
  • Experience managing treasury operations in notfor-profit organizations is preferred. 
  • Experience in shared service operations, endto-end process, internal controls, and external audit are preferred. 
  • Strong leadership and initiativetaking ability to assume independence and suggest opportunities for continual improvement
  • Strong strategic thinking and ability to synthesize data and information into key messages, implications and recommended actions.
  • Strong interpersonal skillsability to lead meetings with senior staff and build confidence and trust
  • Experience envisioning and delivering transformational changes for operations and organizations.  Comfortable with high change environments and turnaround environments.
  • Strong ability to set priorities in a complex environment and manage resources to meet priority goals and objectives.  Demonstrated project management capabilities.
  • Strong people leader and record of building strong teams.  Strong record of crossfunctional consensus building and coordination.
  • Strong detail orientation and willingness to engage in detail as necessary, without sacrificing the overall perspective.
  • Major financial systems experience:  Microsoft Office suite; Lawson G/L or comparable, Hyperion/OneStream; Jack Henry or comparable;  
  • Demonstrated high integrity and ethics in all operations and responsibilities
  • Affinity for missiondriven, not-for-profit organizations and a commitment to serving the Catholic Church in the Chicago area.  Must demonstrate understanding, respect and support for Catholic Church teaching, mission and values.  Hiring preference will be given to candidates who are Catholic.
